The proposed thresholds range from 25,000 to 45,000 permanent immigrants annually—well below the approximately 65,000 admitted in 2024. Roberge argues that high levels of temporary immigration, which fall under federal jurisdiction, are putting significant strain on public finances, housing, education, and the health care system.
